The California Department of Toxic Substances Control (DTSC), hereinafter "DTSC", is
hereby placed on notice, effective immediately, that the People from the town of Hinkley, CA,
hereinafter the "People", will commence legal actions, as a Plaintiff, either in a Class Action,
and/or as a business entities, and/or individually, in the Superior Court, State of California, not limited to the Federal District Court, inclusive of seeking Grand Jury Investigation by the
California Attorney General, against Pacific Gas and Electric Company (PG&E Corporation),
hereinafter "PG&E", inclusive 1 thru 100, Co-Defendants.

THEREFORE, DTSC shall Cease and Desist from issuing permit(s), (if any applied for)
to Pacific Gas and Electric Company / PG&E Corporation, for treatment of hazardous
waste, being the Chromium 6 Cr6+ / Cr(VI) plume in the ground waters beneath the
town of Hinkley, California until all past and current actions/inaction, by PG&E and
all others associated therewith the Cr6+ cleanup, are presented before the Superior and
Federal District Courts and judgment is rendered in a Jury Trial, not limited thereto as
sought by the People Grand Jury investigation by the California Attorney General.

The People are not infringing upon DTSC' delegated tasks to serve all in California, however,
due to the fact that Cr6+ plume is constantly migrating, permit can only render biased results.
