The People from the town of Hinkley, California, hereby ask you to have mercy on our souls.
For decades, the Federal and California State Environmental Protection Agencies with the respective, under the EPA' umbrella regulatory agencies, California Regional Water Quality Board Lahontan Region and California's Office of Environmental Health Hazard Assessment (OEHHA), are deliberating the issue of how to amend and enforce the Federal and the California Safe Drinking Water Acts, by regulating the pollutant and contaminant of ground waters, the Hexavalent Chromium 6 (Cr 6+) [Cr(VI)].
However, to date, for about a decade, the People from the town of Hinkley, California were subjected, against their will, to have drinking water only provided by the now Defendant, the California's Polluter / Discharger Pacific Gas and Electric Company (PG&E Corporation).
Comes NOW, the People from the entire town of Hinkley, California and rise to seek an emergency "whole-house-water" from FEMA, due to utmost failure by both, the Federal and California State Regulatory Agencies, as stated herein above.
Please find attached hereto: Cease and Desist Memorandums, with Attachment thereto, triggering the People to reject of being subjected against their will and in a mercy of PG&E.
